Ruin the Photo Enforcement Program.

Bad Drivers;
They're not Held Accountable!
They make up a Small Fraction of Tickets Issued.
Drive Other People Cars and leave them to Pay.
Speed by Cameras while Impaired and Are Not Stopped.
Speed by In Stolen Vehicles and are Not Stopped.
Don't care about Paying the Fine. Most are not Responsible Citizens.

Good Drivers;
Get trapped in 'Dilemma Zones' by minimum or shortened Amber Times.
Make up the Majority of Tickets issued.
Get Caught at speeds slightly above a Low Threshold on Streets which should have a higher limit. (Example: Driver doing 63 in what appears to be a 60 zone, however it's an un posted 50 zone.)

Are Decent Hardworking People Just Like You. People Who Can't afford $200 + for a Minor Ticket. But they also can't risk not having a Drivers Licence or Insurance.
Are People Who Are Tired of Being Victimized By This Unfair System!
