Todd Dube To: Swandel, Justin Sent: Sun Jul 05 09:23:21 2009 Subject: ongoing radar cash-grab in St. Norbert Hello Justin. I left you a detailed message with your assistant yesterday. I'm all for safety and proper enforcement but I've watched this particular cash-grab in action one too many times. The WPS is frequently set up at this location and it's like shooting fish in a barrel. Maybe even easier. Not because every second driver suddenly decides to break the law and speed butbecause this 2-mile stretch of road is wholly inadequate as far the speed limit and signage. It is Hwy #75 - which begins where Pembina Hwy ends - when exiting St. Norbert southbound. When leaving that last City light it is open road - 4 separated lanes. However since they doubled the width/capacity of that 2-mile stretch a number of years ago, the once-reasonable 60kph limit has remained at that. People heading out on the hwy there, travel at what seems reasonable - about 80kph. A WPS radar-unit sits up ahead and pulls over a car every few minutes. Plus it's poorly signed to begin with. They pull people over by running onto the Highway and waving their arms around and packs of startled cars (who left the light together a mile back) hit their brakes. It is chaos and it's dangerous. Then they direct the offenders to an off-shoot to be processed (always several customers waiting in their busy line-up). I watched this operation today for about 10 minutes and my conclusion was that somebody should write the cops a ticket for the dangerous road-hazard they're creating. I went home and made a large sign that reads: 60 AHEAD $LOW DOWN I went back to those last lights/intersection in St. Norbert and taped it to the back of my vehicle. 100% of the cars honked or waved. The result was that the sting-operation up ahead went from a line-up to zero business and they packed up and left. Funny how one decent-sized, well-placed sign can have such a dramatic impact on "safety" isn't it? Safety my ass. They've been doing itfor years and I've had it. It's damn time that you as councilor address the inadequate speed limit in that 2-mile stretch. In the meantime, I will park in that location any time I see this cash-grab in action. I'm certain you know what I'm talking about. It is unencumbered roadway that people (especially travelers) consider to be the highway. Compare that to the comparable example of Headingly where there are lots of access/off-shoots including businesses -and the speed limit is 70kph. Try going 60kph down this stretch south of St. Norbert and other drivers will honk you off the road - it's painfully slow for that 2 mile stretch. As I've stated - I will do this every time I see this cash-grab in action and the sign will be permanently in my vehicle for that purpose. I plan to video-tape the next time I see this sting in action - including the officer running onto the highway and creating chaos. I then intend to provide that record to the RCMP for their review. I tend to agree and will take it up with the enforcement guys. The speed limit there was part of a deal made with property owners when they moved/widened hwy 75. Justin Swandel (Todds' Follow Up) From: Todd Dube To: jswandel@winnipeg.ca Sent: Sunday, July 05, 2009 9:44 AM Subject: thanks
Thanks for that quick reply. The home-owners can't impose the limit. I've scrutinized those home locations and they are better described as farms which are set back a good distance from the Hwy. I live parallel to #75 on St.Mary's Rd South. Here's a picture of my driveway. St. Mary's Rd is at the end of mydriveway, 30 feet from the back of my vehicle and the limit is 80kph (it might even be 90?). I have a 4 and 3yr old who ride bikes there. If I was consulted I'd probably say this should be a 70kph zone however I'd also expect to be told that it's not in my power to decide the limit. I'm glad that you agree with the Hwy #75 situation because I won't idly watch this cash-grab continue. Todd |
