The majority of them are hard working honest people who have to sacrifice in other areas to find the extra money needed to pay their fines.

There's no Doubt that some people have had to say no to an event out with their family so they can pay a fine and avoid licence or insurance hassles.

It's funny what happens when you start to expose a practice that is unfair and what some would call corrupt!

People who are 'In the Know' start emailing and calling you to confirm what is suspected, but also to get things off their chests that have been bothering them for some time but due to possible retribution or transfer to another position remain silent.

They speak to me because they know that they have full anonymity and that we will get their message out.

The truth is there are very few people working for the City or WPS that have anything nice to say about photo enforcement. They see it for the cash Grab that it is and want to see it stopped. This posting is just one of several that will follow.

These articles like others at Trafficticketguru.com are built on either verified information (Like the City's own Statistics) or qualified sources, either named or un-named and like all other articles posted I present the same challenge. If what I am saying is false then the City and WPS are welcome to dispute the claims and prove they're wrong.

For Instance, at one time a local franchise Restaurant, would send to each Police Station on Labor Day, a couple of trays of Lasangna, Ceasar Salad and Bread Sticks as a goodwill gesture to Officers working on the Holiday.

They had nothing to gain from this practice, they did not expect extra Police Protection or favors of any kind and it was a gesture greatly appreciated by those who were working.

This gesture was short lived and was brought to a halt by the WPS Chief and Executive because it wasn't ethical to accept the gift.

Another local Business, again as a good will gesture planned one Christmas to send Turkey and Trimmings to all the Divisions for the Men and Women working Christmas Day. This action was stopped before it happened.

All the other Divisions and Units who are out there working hard for you day in and day out were not only denied these good will gestures. They are also not privy to a paid Christmas Party.

When it comes to Shift or Divisional Christmas Parties, they're responsible to foot their own bill. Of course they never complain about this because they didn't expect the City or any one else to pick up the tab for their function.

Not so for those in the Photo Enforcement Unit, they were treated every year to a party at such premier Reataurants like the The Hotel Fort Garry (Staff only had to pay for their Liquor) and at The Round Table where the whole Tab was picked up by ACS, . No pot luck at one of the co-workers homes, no renting the cheapest social hall you can and then trying to squeeze the party into a screwed up Holiday time Shift Schedule.

The commisionaires, who actually do the enforcement were never invited, it was just the office staff.

As well ACS paid for a retirement get together for outgoing Sgt. Butcher, who is now head of Sales for ACS in Canada. Then there was a 'Just Cause' dinner around the time the contract was up for renewal.

While many people would love to take a trip to San Diego or Arizona to get some Rest and Relaxation and some golfing, it can be an expensive venture, you try to find the best flight and hotel package deal, hopefully you can get some discounts on green fees as well.

Maybe you got shorted on an amber time or two and are a couple of hundred dollars short of your goal. So you may not be able to do a few of the things you would like on your vacation.

You can take comfort in knowing that part of your fine is going to help fund ACS's annual conference somewhere in the Southern States and to send a Representative from the Photo Enforcement Unit.

No loss of vacation time, no having to dip into your own pocket except for those touristy things you want to purchase. No worrying about getting deals on Green Fees.

It's such a great trip every year that feathers get ruffled sometimes when it comes to choosing who's going. Or sometimes newly transferred Sargent's decide they're going and really upset the apple cart. Then to rub salt in the wound came back and bragged about being treated like Royalty!

Or...Ever? It can get expensive, especially if you have a family. By the time you get the tickets, food and snacks and parking, you have easily dropped at least $100.00, and that's if you go to a cheap venue.

Have you ever received an unfair photo ticket and had to postpone some family event because you had to pay the fine?

Worse yet, have you had to deny an outing like camp or some other event because you couldn't afford it.

You had to make sure to pay your ticket that was issued in a construction when there was no one around. It was unfair but you can't afford the insurance hassle!

Then you learn that the City was ignoring the Highway Traffic Act and other tickets have been tossed out. Where's Your Refund?

Or Maybe you were doing the speed limit but couldn't get through the intersection quick enough because of a minimum or shortened amber time!

Well take heart because while you were making sure you paid up to avoid insurance or Driver's licence troubles, ACS was making sure they used some of your money to make seasons tickets available for people in the office to use. Bombers, Moose, Goldeyes......You're choice!

This is what happens when you remove the agents of the Government and replace them with a FOR PROFIT company to enforce traffic laws.

You see ACS isn't doing their job in the hopes that you will slow down and drive safely. They are a Business and Businesses are created to make money, otherwise they would be a charity.

You see when tickets numbers go down, less money is generated.

Like any other profit based business, you have to find ways to get more customers. Like setting up in construction zones that were never enforced before, or perhaps playing with the amber time at intersections.

Whoever decided to change business strategies did a great job because they took slumping numbers from 2006 and by 2008 had brought them back up to levels not seen since the first year of operation. (See stats to the right)

In Fact during a time of Economic uncertainty Camera Companies all over the world are prospering. They have a perfect recession proof business that investment firms are lining up to get a piece of.

The CEO of ACS has even said that Cities become addicted to the programs and rarely give them up. It's true....in fact the City is acting like an addict, they won't give up the cameras and the tactics being used to get more money only hurt those they should be close to, their tax paying citizens.

Do what you need to protect yourself from unfair tickets now!

Their not playing fair so maybe it's time you stopped being nice and complacent!
